Socioenvironmental measures implemented as Ireland's response to the SARS-CoV-2 virus (COVID-19) pandemic represented a national lockdown, and have possibly influenced the health and well-being of pregnant women and unborn infants.
Regional trends of VLBW and ELBW infants in one designated health area of Ireland over two decades were analysed. Poisson regression and rate ratio analyses with 95%?CI were conducted. Regional data covering most of the lockdown period of 2020 were compared with historical regional and national data and forecasted national figures for 2020.
Poisson regression analysis found that the regional historical VLBW rate per 1000 live births for January to April, 2001-2019 was 8.18 (95% CI 7.21 to 9.29). During January to April 2020, an unusually low VLBW rate of just 2.17 per 1000 live births was observed, reflecting a rate lockdown. Potential determinants of this unique temporal trend possibly reside in the summative socioenvironmental impact of the COVID-19 lockdown. Our findings, if mirrored in other regions that have adopted a lockdown, demonstrate the potential to evaluate these implicated behavioural and socioenvironmental modifiers to positively influence VLBW and ELBW rates globally.Low quality of care is a significant problem for health systems in low-income and middle-income countries (LMICs). Policymakers are increasingly interested in using performance-based financing (PBF), a system-wide provider payment reform, conditioned on both quantity and quality of performance, to improve quality of care. The health system context influences both the design and the implementation of these programmes and thus their effectiveness. This study analyses how context has influenced the design and implementation of PBF in improving the quality of primary care in one particular setting, Cote d'Ivoire, a lower-middle income country with some of the poorest health outcomes in the world. Based on literature, an analytical framework was developed identifying five pathways through which financial incentives can influence the quality of primary care earmarking, conditioning, provider behaviour, community involvement and management. Guided by this framework, semistructured interviews were conducted with polintries.Law and policy differences help explain why, as HIV-related science has advanced swiftly, some countries have realised remarkable progress on AIDS while others see expanding epidemics. We describe the structure and findings of a new dataset and research platform, the HIV Policy Lab, which fills an important knowledge gap by measuring the HIV-related policy environment across 33 indicators and 194 countries over time, with online access and visualisation. Cross-national indicators can be critical tools in international governance-building social power to monitor state behaviour with the potential to change policy and improve domestic accountability. This new and evolving effort collects data about policy through review of legal documents, official government reports and systematic review of secondary sources. Alignment between national policy environments and global norms is demonstrated through comparison with international public health guidance and agreements. We demonstrate substantial variation in the content of law and policies between countries, regions and policy areas. Given progress in basic and implementation science, it would be tempting to believe most countries have adopted policies aligned with global norms, with a few outliers. Data show this is not the case. Globally, alignment is higher on clinical and treatment policies than on prevention, testing and structural policies. Policy-makers, researchers, civil society, finance agencies and others can use these data to better understand the policy environment within and across countries and support reform. People may treat robots as mechanistic artifacts or may consider them to be intentional agents. This might result in explaining robots' behavior as stemming from operations of the mind (intentional interpretation) or as a result of mechanistic design (mechanistic interpretation). Here, we examined whether individual attitudes toward robots can be differentiated on the basis of default neural activity pattern during resting state, measured with electroencephalogram (EEG). Participants observed scenarios in which a humanoid robot was depicted performing various actions embedded in daily contexts. Before they were introduced to the task, we measured their resting state EEG activity. We found that resting state EEG beta activity differentiated people who were later inclined toward interpreting robot behaviors as either mechanistic or intentional. This pattern is similar to the pattern of activity in the default mode network, which was previously demonstrated to have a social role. In addition, gamma activity observed when participants were making decisions about a robot's behavior indicates a relationship between theory of mind and said attitudes. Thus, we provide evidence that individual biases toward treating robots as either intentional agents or mechanistic artifacts can be detected at the neural level, already in a resting state EEG signal.It is generally accepted among biology and engineering communities that insects are unstable at hover.
